Budget Work

The Blaine School District Board of Directors initiated the 2011-12 budget planning process during their regular meeting held on November 22, 2010.
 
With the Blaine School District fund balance currently projected to be at the 5% level (Board directed minimum), and the expectation for unprecedented levels of revenue reduction from the State of Washington, the work of budget development remains a very complex and comprehensive process. 
 
Initial steps of this process have now been completed and specifically include:  

Convening the Fiscal Review Committee for the purpose of surfacing and documenting information from representatives of District programs, specific to current needs and concerns.  The information collected has served as a purposeful reference point for the community, staff, and Board discussions that have followed.
 
Two Staff/Community Forums have now taken place.  The initial Forum was conducted on March 22, and provided an opportunity for discussion specific to program adjustment considerations.  The March 22 Forum was attended by approximately 70 individuals.  There were 49 pages of written comments received and compiled into a single document for ongoing consideration and reference.  

The second Forum took place on April 18, with the focus being a preliminary list of recommendations for program adjustments totaling $1,685,000.  This Forum, attended by approximately 40 individuals, provided an opportunity for small group discussion specific to those items on the summary list.  A number of questions and concerns were raised by participants, all of which will be taken under advisement as we move forward in this process.

The School Board took action on a "Reduced Education Program Resolution", which provides authorization to initiate reduction in force notices to certificated staff no later than the deadline of May 15.  It should be noted that there remains much to be decided at State Legislative level. We remain hopeful that the ultimate reductions to program will not be as deep as those which we must plan for.
